This is very similar to “finding community needs.” More precisely, it is about knowing what your partner is personally encouraged by and worried about in his/her day to day decision making.
It could be an upcoming performance review. It could be needing to stick to a tight budget. It could be needing to show certain impact measures to a potential funder.
Remember that your “partner” is not an organisation. Your “partner” is a person. Just like you and me, they’d like to be treated as an individual.
